Flood water is a catagory 3 water damage and requires certain procedures recommended by the Institute for Inspection, Cleaning, and Restoration Certification (IICRC) S500. All porous and semi-porous materials must be replaced. All remaining structural materials must be tested after cleaning to confirm cleaning effectiveness. In other words, carpet, padding, insulation, drywall, upholstery, drapery, rugs, and books must be discarded. Flooded ductwork should be replaced. Certain exceptions can be made for high value area rugs or documents which must be saved. In those cases, restorative cleaning of rugs can be done as long as testing confirms their anti-microbial treatment was effective. Important documents can be dried in a drying chamber or they can be freeze-dried and treated for microbial contamination. These are expensive procedures, but some situations warrant the expense of salvaging flood damaged goods.
When you have no flood insurance, it is tempting to think that it will dry on its own. Theoretically, that is true, but there are some problems in real life. A wet crawlspace can take weeks or months to dry, and that depends on the potential humidity of a high water table or a wet weather spring in the crawlspace. Block foundation walls can hold water almost indefinitely and grow mold and mildew in the process, giving your crawlspace or basement a musty smell. Water trapped behind wallpaper, baseboards, carpet and pad, wood floors, filing cabinets, furniture, and cabinets are always a surprise when they are removed and reveal a black, furry surface.
